We have today published the 40th in our series of expert comment and analysis, by Lord Hylton, who has been active in the House of Lords since 1971, and a cross-bencher since 1982. He has visited refugees and displaced people in England, France, Kosovo, Palestine, Jordan, Lebanon, Syria and Iraq, and taken part in Immigration and Asylum Bills since 1987.
