On Tuesday 2nd December, we were delighted to welcome to GSF, Mr Jonathan Hall KC, the Independent Reviewer of Terrorism Legislation & of State Threat Legislation. He gave us his views on ‘National Security: Law, Political Violence, Free Speech, And Subversion’ in an event chaired by GSF Advisory Board member and Director, GCHQ (2008-2014), Sir Iain Lobban KCMG CB.

JONATHAN HALL KC is the UK’s Independent Reviewer of Terrorism Legislation (since 2019), the Independent Reviewer of State Threat Legislation (since 2024), and a practising barrister.
As Reviewer, he publishes annual reports and intervenes in public debate on national security matters.
He has been specially commissioned by the government to write reports on the Southport attack, on proscription of State entities such as Iran’s IRGC, on Prisons, on Separation Centres, and the risk posed by released terrorist prisoners, and has published papers on political protests and artificial intelligence.
